Des utopies urbaines au gouvernement d’agglomération, les mutations de la notion de cohérence entre urbanisme et déplacements : le cas de Saint-Etienne, abordé par ses Plans de Déplacements Urbains

La cohérence entre politiques d’urbanisme et de déplacements est une notion aussi ancienne que l’urbanisme lui-même. Bien que n’ayant jamais été stabilisée conceptuellement et méthodologiquement, elle demeure très marquée par le progressisme et le fonctionnalisme qui ont marqué la discipline. Récemment remise à l’agenda politique des agglomérations françaises depuis les lois sur l’air et SRU (1996 et 2000), la notion de cohérence peut être étudiée en se plaçant à la charnière entre les conceptions anciennes de cohérence de procédure et les injonctions contemporaines de cohérence de résultat. En s’intéressant à la structuration locale des scènes de négociations et des réseaux d’acteurs provoquées par la législation nationale, on peut observer la création d’une convention d’organisation basée sur le partage d’un « horizon stratégique lointain », auquel s’articulent des projets et des opportunités plus sectoriels et/ou à plus court terme, c’est-à-dire une convention d’action. Dans le cas de l’agglomération stéphanoise, la planification des déplacements est devenue une démarche « portail », constituant un instrument de la définition d’un projet de territoire à une échelle géographique plus vaste. Il ressort pourtant de l’analyse de ce cas que la réponse locale à l’injonction nationale de cohérence a essentiellement constitué en une démarche sectorielle cantonnée aux transports collectifs dans les secteurs urbains traditionnels, et sujette à la baisse de mobilisation des acteurs, au détriment d’une véritable transversalité en direction de l’action publique sur l’urbanisme, et d’un positionnement politique construit sur les projets d’infrastructure relevant de l’échelle de l’aire métropolitaine lyonnaise (autoroutes, ferroviaire…)
The consistency between policies of urban planning and transport is a notion as former as the town planning itself. Although having never been stabilized conceptually and methodologically, it remains very marked by the progressivism and the functionalism that have marked the discipline. Recently put back to the political diary of the French conurbations since the laws on the air (1996) and “SRU” (urban solidarity and renewal act, 2000), the notion of consistency can be studied by taking place in the hinge between the former conceptions of procedural consistency and the contemporary definition of consistency of result. By being interested in the local composition of scenes of negotiations and actors' networks provoked by the national legislation, we can observe the creation of an “agreement of organization” based on a shared " distant strategic horizon ", in which projects and opportunities more sector-based andor in shorter term are articulating, that can be called “agreement of action”. In the case of the conurbation of Saint-Etienne, the transport planning has become a "gate" constituting a tool for defining a territory project in a larger scale. The analysis of this case yet shows that the local answer to the national order of consistency essentially constituted a sector-based answer, quartered in the collective transports in the traditional urban areas, and subject to the decline of mobilization of the actors, to the detriment of a real transversal approach in the direction of the public action on town planning, and of a political location built on the projects of infrastructure depending on the larger scale of the metropolitan area of Lyon (cases of freeways and railroads. )
