La Société Générale d'Éducation du Jiangsu (SGEJ) est fondée en 1905 par les élites locales réformatrices de cette province, avec le soutien déterminant des lettrés, des notables et des marchands du "port ouvert" de Shanghai. Son objectif est de faciliter, dans le cadre de la Nouvelle Politique gouvernementale (1901-1911), l'implantation d'un nouveau système d'enseignement conçu sur le modèle occidental (et japonais), et de concourir, par ce moyen, à la modernisation de la nation. L'activité dir"ecte de la SGEI, épaulée par un réseau de filiales, concerne avant tout l'enseignement : amélioration de la gestion des établissements, élaboration des lois éducatives, rajustement des programmes scolaires, réglement des conflits, etc. L'action de la Société s'exerce en coopération avec les éléments les plus éclairés de l'administration officielle. Cettte coopération devient rapidement très importante, particulièrement significative de l'ascension des élites agissantes à la fin de l'Empire. Pour les promoteurs de la SGEJ, comme pour les personnalités les plus dynamiques des élites régionales, l'instauration d'une autonomie locale et l'octroi d'un régime constitutionnel sont devenues les éléments-clés d'une réforme politique rendue indispensable par l'affaiblissement de l'État et l'aggravation de l'agression étrangère. La réforme de l'enseignement conduit inévitablement les acteurs régionaux à l'investissement dans la réforme politique. Dans cette voie, ils se heurteront à l'intransigeance de l'aristocratie mandchoue, puis à l'autoritarisme dictatorial de Yuan Shikai. La SGEJ disparaîtra en 1927. Mais l'influence de ses projets sera plus durable. Dans l'évolution de la SGEJ, la période qui va de 1905 à 1914 est probablement la plus significative. Elle nous apporte des renseignements intéressants sur la dynamique des rapports de pouvoir, entre le Trône impérial et les élites locales.
The Jiangsu General Education Association (JGEA) has been founded in 1905 by the local reformer elites of this province, with the determining support of the scholars, notables and merchants of the open port of Shanghai. It aims to facilitate, in the scope of the government 'New Politics' (1901-1911), the implantation of a new - conceived on the Western (and Japanese) pattern - educational system, and thus to participate in the national modernization. The direct activity of the JGEA, helped by the network of its local branches, concerns chiefly settlements, etc. The action of the association expands in cooperation with the most enlightened elements of the official administration. This cooperation becomes soon very important , particularly indicative of the ascension of the busy elites at the end of the Empire. In the view of the JGEA promoters, as in the view of the most dynamic personalities among the regional elites, the instauration of a local autonomy and the grant of a constitutional government are the key elements of a political reform, which the state weakening and the aggravation of the foreign aggression make indispensable. The reform of education unavoidably leads the regional actors to an investment in the political reform. On this way, they will come up against the intransigent Manchu aristocracy, and later against the dictatorial authoritarianism of Yuan Shikai. The JGEA will disappear in 1927. But the influence of its projects will be more durable. In the JGEA evolution, the period between 1905 and 1914 is probably the most significant. It brings us an interesting information as to the dynamics of the power relations between the Throne and the local elites.
