On the use of quantitative data in foreign policy from datafication to datafiction

Résumé

In my research, I aim to assess the consequences of the emergence of “big data” and, related to this, evidence-based decision-making in the field of foreign policy. I argue that the widespread use of quantitative data has consequences on the way agents understand and represent conflict, thus influencing the decision-making process. A particular interest is given to France and the United-Kingdom in their assessment of insecurity in the Arctic region
