The aim of this thesis is firstly to check, from an empirical and theoretical point of view, the potential usefulness of recent literature analyzing fiscal deficits sustainability for the developing countries, secondly to support the necessity to amalgamate the fiscal sustainability and the external sustainability in the developing country context. Both the present value constraint approach and the consistency approach of fiscal deficits sustainability are considered to develop a framework for the Tunisian economy. Running the model shows that the fiscal adjustment is not sustainable contrary to the external adjustment. This " external sustainability / fiscal unsustainability" paradox reinforces the Agénor idea according to which the fiscal sustainability is neither necessary nor sufficient for the external sustainability but they are not. In this respect, fiscal consolidation over the medium term is primordial in order to achieve a sustainable position. Furthermore, a prudent external finance management is needed to support the successful external adjustment
